The Chamber of Deputies approved, in general and in particular, the opinion that reforms the first paragraph of article 79 of the General Health Law, regarding plastic, aesthetic and reconstructive surgeries.

Establishes that for the exercise of professional activities in the field of aesthetic and reconstructive plastic surgery, professional titles or certificates of specialization issued and registered by the competent educational authorities are required, in accordance with article 81 of the General Health Law.

The document, endorsed in general by 470 votes in favor, one against and one abstention, and in particular and in terms of the opinion, by 477 votes in favor, 2 against and one abstention, was sent to the Senate for its effects. constitutional.

He mentions that there is a visible problem that must be addressed at every opportunity, since there are more and more people demanding aesthetic health services; However, this is combined with the few medical professionals in the field, because acquiring specialization is complicated by the years that have to be invested.

Another factor that exacerbates the crisis, he says, is that opportunists emerge offering aesthetic operations without having a good experience that guarantees that the health or life of the applicant is not put at risk and that the intervention ensures optimal results, that is, that the patient is truly satisfied with the medical care received.

“To the extent that they are issued by the authority in charge of the office, the documents or titles that guarantee that the applicant has the expertise, capacity and experience to practice the profession in the areas of plastic, aesthetic and reconstructive surgeries. , to that extent the spaces that, under the cover of irregularity and secrecy, find a breeding ground that leaves them with exponential profits will be eradicated, to the detriment of the health and even the life of the patient,” he adds.

Protect those who decide to have an aesthetic intervention

The president of the Health Commission, deputy Emmanuel Reyes Carmona (Morena), expressed that in recent years there has been an increase in the demand for plastic and aesthetic surgeries, “which has made us one of the countries in the world where “more women and men carry out these interventions.”

He added that this situation has generated an important economic market that has attracted the attention of people who, without being specialists or without the necessary training, decide to practice plastic and aesthetic surgeries. It is estimated that for every certified plastic surgeon there are up to 20 people who, without the corresponding specialty, perform cosmetic surgeries illegally.

The consequences of this situation, he said, are that in 2022 Cofepris closed 78 clinics where cosmetic surgeries were performed that lacked the permits and the person specialized for it; Hence, it is necessary to advance this opinion because “unfortunately, economic interest motivates many people to present themselves as specialists when they are not, abusing people’s trust and needs.”

The ruling, he said, seeks to establish that the doctor who carries out this type of intervention has the corresponding knowledge and accreditations issued and registered by the educational authorities. “It is a pending issue from the previous Legislature and one that we returned to, because we agree on the need to protect all people who, for any desire or reason, decide to undergo an aesthetic intervention.”

Reservation discarded

In an economic vote, the reservation of deputy Arturo Roberto Hernández Tapia (Morena) was rejected, who said that the opinion was not approved unanimously in the Health Commission and proposed not modifying article 79 of the General Health Law, since The law does not seek to exhaust all the possibilities of the matter it regulates.

Grupo Calidad Hospitalaria llama a priorizar capacitación antes de atraer turismo médico

Según el Grupo de Calidad Hospitalaria, las ciudades de Tijuana, Cancún y Los Cabos destacan en atracción de turistas extranjeros que se someten a algún procedimiento médico en el país, pero solo diez hospitales cuentan con certificación internacional.

Pese a que cada vez más ciudades en el país han apostadopor el turismo médico y están atrayendo pacientes extranjeros a realizarse algún procedimiento quirúrgico, el potencial que tiene México para este segmento de turismo podría estar en riesgo si los hospitales no priorizan aspectos como la certificación y la capacitación de su personal. 

El director del Grupo Calidad Hospitalaria, Luis Castilleja, afirmó que además de la captación de pacientes, los hospitales deben, primero, garantizar la calidad de sus procedimientos, la capacitación del talento humano, cuidar aspectos culturales de los pacientes extranjeros e, incluso, capacitarse en los métodos de pago que ellos utilizan en sus países de origen.

“Muchas veces el profesional de enfermería, de nutrición, algunos otros actores dentro de la atención, no hablan el idioma inglés; no conocemos y no identificamos previamente al paciente en valores, costumbres, creencias; además de las regulaciones y registros clínicos que hemos de hacer desde aquí”, subrayó.

“Debe haber un filtro, criterios clínicos que le permitan a la organización de salud y al mismo médico, saber si el paciente está en condiciones de atenderse en nuestro país; tampoco hay un manejo de una atención crítica”.

En entrevista con El Economista, Castilleja destacó que, para pacientes norteamericanos o europeos, los procedimientos médicos en México les representan un costo entre 35 y 60% más bajo que en sus países de origen, por lo que actualmente, las ciudades de Tijuana, Cancún y Los Cabos, sobresalen en la captación del turismo médico.

Detalló que los procedimientos más solicitados son la cirugía bariátrica, la estética y reconstructiva, y los relacionados con odontología, aunque, recientemente, hay un boom con la reproducción asistida; en tanto, los pacientes provienen principalmente de Estados Unidos y Canadá, Europa e, incluso, de la India.

Certificación

Tras participar como ponente en Medical Expo que concluye este viernes en Guadalajara, Luis Castilleja destacó que los hospitales que cuentan con una certificación ISO 9001:2015 son menos de diez, pues la mayoría se enfoca a certificarse hacia el modelo de seguridad del paciente local.

“Se tiene la JCI (Joint Commission International) que es una acreditación importante pero que requiere una inversión importante. Hemos estado trabajando en los últimos dos años certificando hospitales en ISO 9001:2015 que es un estándar internacional reconocido a nivel mundial para todo tipo de procesos y en el tema de salud, los comités técnicos están haciendo la aprobación de la ISO alineada al sector salud”.

Con dicha certificación, este 2023 se han certificado cuatro hospitales en el país y, de acuerdo con el Grupo Calidad Hospitalaria, en la actualidad, entre las ciudades que están impulsando la certificación hospitalaria destacan Querétaro, Mazatlán, Tepic y Acapulco.

“Hay que entender la importancia que tienen las certificaciones y acreditaciones internacionales para este grupo de pacientes; es definitiva para un tema de seguridad y confianza”, concluyó.

“Procedures related to plastic surgery, for aesthetic purposes, have been increasing for some years,” said Ignacio González García, president of the College and Society of Plastic, Aesthetic and Reconstructive Surgeons of Jalisco.

Currently, Guadalajara occupies second place nationally in these types of procedures, only behind Mexico City.

According to the specialist, around 30% of the interventions carried out throughout the country are performed in Guadalajara.

Women predominate in this type of treatment with 70 percent.

The main aesthetic interventions for women are breast augmentation, liposuction and rhinoplasty. In the case of men, rhinoplasty, reduction of the double chin, abdominoplasty and liposculpture.

The main cities in the country that perform the most aesthetic operations, in addition to Mexico City and Guadalajara, are Tijuana, Mexicali, Cancún, Puerto Vallarta, Los Cabos and cities in Coahuila and Tamaulipas.
